Puppy eating 2 fast and doesnt chew @ all..plz help?

my 9 week old american staffie eats like he's starving..complete desperation is a good way of describing his eating habits. i'm aware of the bowls i can buy to help slow him down but i don't see them helping to teach him to swallow. i fear im overfeeding him but he whines and brings me his bowl scratches the food bag..the vet told me he will let me know when he's had enough to eat but it concerns me greatly that he never chews..he was not the runt, in fact the opposite he doesn't have worms i say he's a pig in dog clothes lol also he gets the hiccups 10-15x a day its ridiculous any suggestions would b greatly appreciated
