Legal/disabled/handicapped abuse?

My wife and I are both disabled. I've had 2 mini-strokes, my wife epilepsy,heart condition, pacemaker/defibrillator. In sept. 2008., the 3rd floor tenant aulted me wile i was on our 2nd floor landing pushed me down stairs. Police falsified report, Both me and my attacker went before magistrate. my attacker admitted that I didn't touch him only after he was caught changing his story. My wife wh is witness was not allowed before magistrate to verify what happened. but I need help to ensure my attacker doe sn;try to lie to give me more problems within the next 6 months my attacker also cant get into trouble for the next six months. my attacker still continues harment With loud noise, loud music, his guests ringing our doorbell. police made ist clear that theydont care how much noise he makes not even if it is 2 or 3 am. Is there anyone out therethatcan help uswith this situation?
