Are teachers allowed to have tramp stamps (back tattoos)?

So today while I was meeting my teacher for the week, she looked to have a shirt that showed most of her back and stomach. When she'd turn around you would see her tramp stamp ( a back tattoo ). I was just wondering if teachers are allowed to have tattoos especially since my teacher was wearing a revealing blouse. She is in the LAUSD school district. I'm just trying to know because this teacher is really evil just because she is new. How can I report her? Can she get fired from the school and and the district sends her to another place?
